U.S.S.R.: After a series
of economic negotiations between Germany and the Soviet Union, Premier Josef
Stalin addresses the 18th Party Congress, conceding points to Germany over
Britain and the rest of the west. Stalin says he wants to pursue economic
relations with all countries and not be pushed into military action.
